0300 Number Range
03 numbers were introduced by Ofcom as a non-geographic alternative to chargeable 08 numbers such as 0870 and are are exclusively for charities and public sector organisations. Calls to 03 numbers cost the same as calls to standard geographic numbers (i.e. those beginning 01 or 02). 0303 & 0300 numbers work in exactly the same way as other non geographic numbers (e.g. 0845 and 0870 numbers), except they are cheaper to call, even from mobiles.
Whilst 0800 and similar numbers also present a non geographic front for organisations, the cost of these has proven to be expensive in the long run for organisations focused on cost efficiencies. There is also a stigma attached to 0870 numbers in third sector companies where the caller normally pays a premium to make the call and the organisation owing the number profits from the inbound traffic. Unlike any other non geographic number range, calls to 03 numbers must also be included in any inclusive call minute packages or discount schemes offered by fixed and mobile network operators and from payphones.
03 phone numbers meet the strong and growing public demand to have a recognisable phone number, which both identifies the type of organisation being called and offers a clearly priced call. 0300 numbers are non revenue sharing and provide callers with rate certainty as the billing is treated the same as a regional geographic number.
Revenue sharing is specifically disallowed on 03 numbers. A list of organisations eligible for allocation of 0300 numbers is published on the Ofcom website.
Bodies eligible for 0300 Numbers and 0303 Numbers
- Any body or organisation listed below will be eligible to use an 0300 number or 0303 number. Ofcom states that for administrative purposes 'it considers it appropriate to include all bodies in these lists as eligible rather than specifically assessing the inclusion of particular bodies'.

- List of Public Bodies (maintained by the Cabinet Office).
- Lists of Scottish Executive Departments, Agencies and Non-Ministerial Departments.
- List of Public Bodies that are the responsibility of the Scottish Executive.
- List of Welsh Assembly Government Departments.
- Central Register of Charities - maintained by the Charity Commission (England & Wales).
- Scottish Register of Charities - maintained by The Office of the Scottish Charity Regulator.
